Hey, what if you loose and you want to take the design and redo it on another ref? Is that fine, if you still use the same design?

Well, the galaxy/stars are specific to the Astralines and sometimes people design with a vision in mind of the species (say a space/stars based design) I just like to keep it inclusive of the original species, regardless of whether or not it becomes an actual adoptable/custom.
If that makes any sense? It's hard to explain.

Will enter, but I'm a bit confused about some things...
First, it says "Must make a deisng once a week". Does this apply to the contest or the artists that get choosen?
Second, it says "At least one entry with hair edit" and "At least one entry with items". So that means I must do this, and that I can enter several times?

A design once a week applies to the artists that win. I tried to make the headings sort of explanatory of who was to follow them.
Yes you may make multiple entries, right now I'm on my phone so I forget whether I made a picture limit but I'd prefer if you entered more than once.
