Breedings require a little more knowledge of genetics than regular designs that original and guest artists would be doing, so if you're only making original designs you wouldn't be eligible to be a breeding artist. Same goes for breeding artists though - if you use the pairs given and make breeding designs, I don't get to see how your original designs would be and if they would be up to snuff.
I suggest trying out for guest/original artist first to get a hang of the genetics, and once you have a handle on them to try breedings
