Yes, but you have to pay for them. If someone designs something for a contest and doesn't win, they own the design unless you pay for it or they gift you permission to use the design.

Oh, right. Doesn't "everybody who enters gets a free pet" count? Sorry, I haven't done a competition before.

I'm going to jump in here since I ran across it. If the contest holder states up front that they are keeping all the entries, contestants enter at their own risk of not being paid for their art. So, you don't have to pay for them all since you stated it at the beginning. If you didn't, you would have to make arrangements to buy their entry.
