Why was it "no"

Sometimes... the answer is no.
And it is heartbreaking... I know...
Just tonight... I was in the petshop and saw a cat for adoption, Dixie. We connected at that moment. I would've adopted her myself, but of course, I need permission to bring a new cat home. She's still there, waiting for a loving home. I know I'll be crying for a week, I wanted her so badly. I suppose I should be happy with my current cat, but I wish I could've given this homeless cat what she needed: love, attention, a family. I could've... I would've....
Why was the answer no....?
