So first, you shade some of the lineart in the color of the powerful effect (in this case fire) and use the dodge tool in some areas as well. You also use the airbrush around the lines and dodge that, then use airbrush in the background and dodge he bottom. Blur all effects.

Cool She doesnt actually have red eyes. They're usually brown but when her element (fire) is being used, they turn red. Her fur is always white though.
