This is arguable. It could be unfair for that reason. It could be fair because of the time factor (not sure how to say this; spent a few minutes rewording this and I gave up; I'm thinking of the difference between "I have to pay a thousand but you only have to pay twenty" vs "I have to pay a thousand but you only had to pay twenty")
