On the technical level, with the math and everything done every month, the short answer is yes. A rare is a rare and an OMGSR is an OMGSR. Pets in inactive accounts are not taken into consideration with the math, so someone who hasnt been on in say, 8 years with a hoard of 200 ER pets isnt going to be counted in what that pets actual rarity is (if that makes any sense).
However, the long answer is that rarity is a completely different number than value. What do I mean by this? Well, rarity is calculated using math. A bunch of statistics in a spread sheet basically (it isnt actually, but its an apt analogy). Value is a user created system. This is basically the non and ma system that currently exists. These pets, which although have the same rarity as any other, have a different user assigned value because of x reason. It could be the design, the artist who made the pet, or any number of other reasons.
So say you have a Purple Sleipnir. Thats currently an Extremely Rare pet based on rarity math. Say you also have the 2010 New Years dog, which is also an Extremely Rare based on rarity math. These two pets are theoretically the same when you just look at rarity. But, when you factor in the other variable of Value, they are very very different pets with very very different worth's. Now this worth may vary player to player, but it is no longer just a statistic.
tldr: yes and no. There are two variables: Rarity and Value. The math when it all is taken into account turns from Rarity=Worth into Rarity+Value=Worth. Let me know if you'd like clarification on any of this id be happy to dive more into it!
(Also, its so so very important to stress this fact: Rarity is what staff control. This is how many of a certain outcome will grow when adopted. Value is a purely user made phenomenon. Staff have no say whatsoever in it.)
