Hey!!

Open for claims means this design can be used if you wanted to submit it as a full WME custom, in which you pay one of the artist to make the design official. You can find the info on custom WMEs here. If you would like to do that, then you're welcome to claim it, just know that it cannot be used as a character until it is officially transferred into the species as a custom.
