Make the layer (or layers if you want to color in/lock alpha).
Click 'Layers' at the top.
There should be a duplicate button (Make sure your layer you want to copy is selected!), click that.
To move the layer, use the 'move layer' button (it has four arrows pointing in different directions) and drag yoir layer to the desired spot.
Repeat for multiple images.
(Sorry about the crappy tutorial. Haha, I'm on my tablet, so it's kind of hard.)

Then on each layer, go to the layers tab in oekaki, and from the top layer press merge down, make sure the line layers are all in one chunk, same with the color! So like this is the way it should be set out;
