No sorry. This is a closed adopt. You can adopt one through a competition or order your founder as a custom by following the directions on the front page.
If you do not want to participate in the game part of Rise, you can use an editable to make a normal cat character.

No, you can't use the cat for tasks until you receive it. You do not have the official reference yet, so it doesn't count.
You can plan the character, but you can't use it yet.

No, you cannot use other cat editables to make a Rise character. I was giving that user an option if they want to make their own cat character without being part of Rise.
Any character made outside of Rise is not a part of Rise and may not be used for levels or tasks. Sorry for the confusion.
