Anyone can create simplistic armless creatures; I won't claim the rights to that. I don't encourage anyone of my members going after anyone who has 'made their own' Poncho Pal, even if they want to call it that. However, no one can just 'create' a Poncho Pal here on CS and have it accepted into the Poncho Pal system without purchasing or earning a MYO ticket.
As for your second question, the point of Make Your Owns is to Make Your Own Poncho Pal that falls into Chickensmoothie's Poncho Pal aesthetic and will be welcomed into the group to participate in group activities, such as the Nursery, Draw the Poncho Pal Above You, and the Poncho Pal development contest!
