I'm actually not sure but I think an RU just goes up for adoption if the person who won it doesn't want it.

RU are basically like customs but they look like the the original adoptable.

We do do runner ups but that's only if the artist thinks if it's appropriate. Like for example I would do RU's but only if a certain amount of people fill out the form. Like if there is only 3 forms completely filled out then I will most likely not do any RU's. But to generally answer your question yes we do but it's really all up to the artist.
