Artist to make it: BlueAura~
Colors: A natural colored base and maybe a couple of unnatural colored designs with some natural designs too. The unnatural designs could be maybe a soft neon orange or green, not like a really really bright neon though.
Accesories: Two blue glowing rings around both tails, front ankle, and neck. Kindof like glowsticks. A earing piece like this: A normal sphere shaped earing with a feather hanging from it. (couldn't find out how to draw it xD)
Tail: 2 normal-sized tails please :3
Hair: Yes, but not flopped all the way down. Kindof like this on one of h.o.p.e's designs that she made. I loved the hair.
