I believe it's Saturday for Hiccup, but there is no set time for when the forms are open to be a guest artist. Hiccup opens them once they are online :3

It doesn't open at midnight on Saturday; it opens whenever Hiccup feels like it. She probably hasn't been able to get on today, or just wants to give the current guest artists a little more time.

Yes, Hiccup opens the slots whenever she feels like it, so please guys, no posting "Hiccups one the slots are going to open!!!!" On the thread. She opens them whenever she wants to, not at midnight on Saturday. And yes, it is Saturday in hiccups timezone I do believe.
