I'm not sure if this has been answered before, but if a kal has all four legs but their tail is like a fish's, does it count as genesplicing? Also, if you just make the tail look like a fish but it's just stylized fur, would that be allowed? How fluffy would it have to be?/Would it just have to have the same texture as the rest of the fur?

There are a few kals with fish-shaped tails, it needs to look like its entirely made out of fur. Fluff, hair, whatever; it can't look like it has fins or is trying to pass as a pseudo-legendary trait. Fish shaped tails like the ones linked below do not count as genesplicing, they're just common custom tails.
Kalons like this, this, this or some of the kits here are good general "guidelines" for shapes (of course, don't just copy them exactly - they're moreso better for knowing how to structure the tail you want). The tail would need to be visibly fluffy and like it's made of fur (or hair if you're going for a hair-esque tail), and shouldn't use details to try to pass it off as bootleg legendary mertail.
You can always shoot a staff member a sketch of the tail you're wanting to make if you want to double check if it would be fine. Staff don't bite!

That is up to the artist to decide on if they would let you "hold" the design until you get the appropriate supplies to make it real.
