1.:Can we create our own dragons and post them to see if they are accepted?
2.:Can there be water dragons that have not legs or wings? but fins?

1 - I'm not quite sure what you mean by this. You mean create a dragon character and send a custom form in? Yes. You mean request to be an artist and design a dragon? Not at this time. Slyly drop design suggestions to the current artists? ...Maybe, though I'm not sure they'd appreciate it. XD

2 - I don't see why not. Request a custom of one or wait for a premade that looks like that.

3 - I would post that again when we start looking for more artists. It would be better if you posted examples you did on a computer, though, as you'll be drawing oekaki if you get accepted.
