If we want a specific artist to do our breeding. Would we be allowed to pm them and ask if they would be willing to when they open slots?

I don't see a problem with that, to be honest. Though I think that it would still have to be under fair terms, i.e. if someone posts a ticket before you they would get theirs done first, or if you miss it then you'd have to wait.

Pm'ing them prior to having the slots open and requesting that they do your ticket would be considered reservation and would not be allowed, unfortunately.
