Customs are supposed to be a rare thing, a commodity if you will. I cannot award everyone with a custom. There may be opportunities later on, but for now no more customs are to be done

Furthermore, I have changed the adoption limit to 8 lions, but I feel this number is quite large and may move that number down to 4. Raffles will be had where people can win more slots for lions.
