Question, do I have to fill out a form to level up? I've done all but one of the reqs for level one, so after I finish it does that mean I'm level 1 or am I level 2? Also, On the level one thing, when it says max 3 cats but 0 med cat and deputy, what does it mean?
could I get a deputy and a med cat, or do I wait? because one of the level one reqs is to write about my founder meeting a new clanmate.

1. Yes, you do have to fill out a form to level up. This is required to keep your founder from being readopted. The requirements are here and the form is here.
2. It means you are going to be level 1. You start out level 0 if you have never leveled; doing the first tasks (getting a founder, making a thread, writing the territory description) means you are level 1, doing the second means you are level 2, and so on.
3. It means you can not have any cats be in a medicine cat role or a deputy role yet. You have to wait to level up. You may have a deputy at level 2, and a medicine cat at level 3.
