let's say you have a kalon that has an expression you want to change. can you change the expression after you get the kalon or not? who would we need to notify about the expression change?

You wouldn't need clearance/to notify anyone of an expression change. Expression changes are fine as long as you're not giving kalons edits they don't have without the use of an item.
