Have you modded before on an adoptable thread?No, actually, but I have always had the urge to mod on other threads...I would love to help out!
Are you passionate about the idea of BiB? I am, I think this Idea was amazing and I have had this bookmarked for a while. I have even tried out for a character on here! I also agree, I have seen many people have very dull fursonas, (I am guilty of that) and I'd just really love to answer questions and help people get the best characters ever!
How active are you? On weekends, I'm on almost all the time, and on school nights, I am on for about... 2-3 hours.

Another question, is there a certain way designs must be given out, or is it up to the artist?

It's up to the artist.
The designs can be; sold, auctioned or randomised as well as some other methods.
Randomised is where the artist gets everyone to pick a number and uses a random number picker to find the winner.

Just a quietsion...even if I not become a artist,can I post ideas? Cuz I have LOTS of ideas of animals to draw...can I PM the ideas to anyone of the artists,becous I can't wait for apache to accept me as an artist,if she even does..?

Well, I'm not sure it is fair to you, to submit your idea's but you ca always make suggestions. I know driz doesn't mind the odd accesorie suggestion. I advise you only to suggest when asked.
