I do think, it still would be going after genetic, with the foal's possibility to grow 1 or maybe two horn styles which their parents not have.
Like: Mare long horns + Stallion stunted horns = Foal Long/Stunted/Sweeping/(Prong horns)*

When a breeding is done, the foal would inherit the horn styles of the parents, most likely. As any horn style other than Long (normal) is a genetic mutation, the mutation would have to be carried by at least one parent.
Mare Long + Stallion stunted = long/stunted. The Long style, being common, would have the higher % of being inherited by the foal.
Mare Ram + Stallion Prong horn= Long/ram/pronghorn. Because all GPE carry the long gene, there is a chance all GPE could be born with this style, though the chance is in fact lower with those bred without them.
Mare Unicorn + Stallion Unicorn = Long/Unicorn. Because both parents carry the unicorn mutation, the chances of inheriting a unicorn horn are incredibly high. The foal would most likely inherit the mutation as both parents carry it.
GPE live in a post-apocalyptic world, and thus mutation is a common thing. The GPE themselves were mutated from the wild horses that roamed the lands before. The Great Plains itself is very similar to a savanna. There's few pockets of wooded areas, the trees are actually far and few apart. The main predator they face are big cats, such as the Lenis Saber. (Little bit of additional information for you guys. As nothing to do with genetics at all.)
