This is considered cheating actually.
You can't use anybodies art even if they dropped out.
You can have it after the contest if you win.
Cause its unfair to the other contestants that are going for the WoI's as well.

Actually, I don't think it would be. Since people who dropped out won't have any use for the art, it's perfectly logical to gift it to another entrant.
