Oh, you can get one anytime. It's just that certain types come out at certain times. Since the season is winter, you will find lots of blue, green and purple colored Yuppimin. You can find red ones, but they won't be as common as the blue.

On the first page, there are colored-in versions you can choose to adopt, or you can order a custom. Most of the colored-in ones are already adopted, but the most recent ones are still up for adopt. (I think this is what you're asking)
