If there's RUs that still need to be made for some starshines, will they not be made anymore?

They will still be made, however, it will take some time.
The RU's will likely be made entirely off-oekaki as that's easiest for all artists involved, including myself.

Also, I already have a DeviantART tied to my art username and it would be a bit weird for me to change usernames, so is there a way I could keep my current DA name without making a new account?

On the subject of your username, we do not require anyone to change their username on deviantART; we only ask they register their current DA username with their chickensmoothie account for archiving reasons. So...yeah, you can keep your current DA name! You'll still have to register it via the link in the announcement post
