i made a new rule because of the flood of horses we had the last 24 hours ^^'
- to make it easyer for me updating and archivating all new horses and to prevent the adopt from getting flooded i would like to set a limit, every artist can only draw 2-4 horses a day, the horse count resets to 0 every 24 hours
