@Beast: You currently have a basic license. You need to order a standard license (the first purchasable license) before you can order a bronze license (the second). Think of them like a Pokemon evolution; Pichu can't evolve straight to Raichu; it has to go through it's Pikachu stage first. Same with the licenses; they have to 'evolve', if you will, in the proper order
