Maybe PPS customs for artists can be awarded by Mihochi? Like it says on the first page:

'Employees' will be awarded a custom Sora Neko after one active week of employment. For outstanding work and/or dedication to the nekos, those who work here and even those that don't, may be awarded either special nekos or custom slot(s).
