The 'reserved' bit is for the artist to design them. You could keep one of them if you wanted.
They are adopted out, just like the regular Drakes.
Yes, they are based on themes; my Ghost custom, Gunea, is based on the night. .Slenderman.'s custom is based on clouds and storms.
