No, a fanclub has not been made yet.

And, breeding is not open for anyone at the moment, the system hasn't been set up either, so there is really no way of knowing how the breeding system will be run...
But really, I do think it may be like that, don't quote me on it though because I'm still not sure.

I believe it is to prevent Tempestines from being given out to random people , Kiley doesn't want them to sit a rot.
