Semi-inactive account ... I won't be fully quitting or giving away any pets/items, but I no longer post art, post on forums, or trade, and messages are unlikely to get quick responses. Apologies for any inconvenience.

Could I create them off-oekaki? Like If I create a cover then post them underneath in the forum?

yes I believe that would be fine; but I think the cover would have to have some sort of art on it since oekaki isn't really made for putting a cover that isn't art and then putting an off-oekaki piece of art under it, if that makes sense ^^
