It's a regular 09 very rare; some people are willing to pay a little more for Malk pets, but the koi aren't one of the species that are super popular (like the wolves dogs and cats are), so from what I know they mostly go for fair trades.
It goes by the three month rule, meaning it's worth another non-list very rare released within 3 months of it.

3. Halloween 2012, can be fairly traded for another pet of the same rarity that was released within 3 months of it
