As far as I recall, nobody with authority claimed that the teddy isn't a token.
In fact, Lacuna dropped you guys a hint, saying she was wondering who lost their teddy bear.

Banner items aren't usually trade ins so it was reasonable to assume that the bears wouldn't be. Let's not get mad. It seems like there is only one outcome from trading it in anyway. Nobody panic.

Banner items for Easter and Halloween usually aren't tokens.
Banner items for summer events, however, very often are, no matter how pretty they look. The slumber party 2013 was probably the best example of this, with the cute fireflies, the pretty flowers, and the adorable rat plushies all being tokens. The beach event had the sea horses and hermit crabs.

not grouping the bear in with other tokens is staff saying it’s not a token. i’ve never been active during an event where tokens started off archived as regular items and became tokens later on. was this done before? i’m not mad or panicking. it just doesn’t seem right to do.

Yeah, I believe myself I have seen teddy not groupped as "Event Tokens" before a trade-in for a teddy gets added.

At least it seems like we only have to trade in the bear once. I haven't seen any other outcomes from that trade-in as of yet, so I think it's safe to say there's only one outcome.

Ugh. I'm having terrible luck with the Free Adopts this event. 2/3 of my adopts are dups and none of the popular species so I'm not holding out hope that I will actually get a trade for the popular ones I'm missing.

I really like all the designs for the token pets so far though. I'm hanging on to my (never enough) tokens until near the end to trade all at once but it's so tempting, there are so many cute pets! <3

I've gotten 75 tokens so far and 0 teddy bears, I didn't even know it existed until the turn in showed up today lol

That's just not true, though. The summer events have a long history of using a wide variety of items fround in banners as token trade-in currencies, even if they looked very decorative and not like their sole purpose was to be traded in.
personally, I'd even argue that some previous events were a lot more challenging in this regard, considering...

these were all all banner items. and these were also all token items.

I thought the Atlantis event and the Fae event was hard.

I missed the initial rollover shock, but this seems like a good thing. After the one trade in I would be very surprised if people aren’t drowning in them by the end of the event. Token pets in past years have even been uncommon, showing that they drop pretty often.
