yes, this is an undertale thing. it takes place in an au where toriel and asgore have another kid after asriel dies, but something messes up and they have twins. there's more that can be uncovered later, as you guys ask ^^ here's some information about the universe you might need to know:
toriel left for the ruins when the law was made about killing humans who fell down, but the law was taken away later, after cooldude grew up, and toriel couldn't get the news because she was, well, in the ruins. she got custody of the other child and that child lives with her now.
monsters are not allowed to kill humans, but some still do. nobody wants to start a rebellion or anything because the king is too nice for that.
