Quick question. Is the town totally ravaged, post-apocalyptic style? Or is it more like after-the-bombs-hit kind of damage? Also, regarding the floods, are the streets underwater or something else?

I've been meaning to ask about this for a while, but never got around to it, so here we go; how exactly do we find/determine the "bar strength" of our characters powers?
