Pound exclusive pets

Well I've seen this exact concept work beautifully on another site I'm on. They have a species that's mainly only available in their pound and multiple adopts of that species are available. But it only works because the pound on that site is ALWAYS open and the species will have one spawn in the pound randomly multiple times a day. With the CS pound not open all the time, I do not think this idea would work so well here.
