So my brother Free Pets is quitting because of school. He wants to send me pets. Is it okay if he sends me his pets and items?

The link you have is fine, The Admins can see the trade with that link.
I believe you need to get your brother to post here,(to make sure he is alright with the transfer) also ask him if he wants his account deactivated after all his pets are transferred. Tell him to post his answer here along with his approval.

Once that's done, wait for Admin approval before you send/accept the trade.

Just to add to what Inukami said if he is COPPA's he has to email the staff.
