Uncommon to rare?

It's basically what the title says. One day I looked at my lion and noticed it was a rare when it used to be an uncommon. I got really confused while I was trading. It said this lion was uncommon, but when I looked at it again it said it was a rare. Now I'm wondering if pets change their rarities after time. (besides growing up pets)

Yes, pets rarities can change after time.

Rarities are decided by the number of pets to the number of members. After more and more members join, the ratio between those goes up. So instead of say a 1 pet per 1 member, it becomes 1 pet per 3 members. Those aren't actual numbers the site uses, just an example. So, rarities rise over time. On December 18th when pets get re-released, the ratio goes back down causing some pets to lose rarity.

... So if someone got all of one certain pet and then deleted most of them, would that pet become rarer?

Yes. It would have to be a lot of them though to really impact the rarity.

I'm not sure. If they are deleting them, yes. If they are just hoarding them, they aren't changing the rarity, just the availability, so demand will rise and they won't be easy to find.
