GIMP and FireAlpaca are both free and quite good programs. C:
PaintToolSAI, ArtRage and Photoshop are pay-fors, but they're pretty good, too.
You can also use the Oekaki, a lot of people have found some level of success there~

Are there any good programs that don't need download can you can use them for drawing pets?

Well, your computer might have MS Paint on it already, but CS itself has the Oekaki- great for making adoptables as the adoptable Oekaki board is a very popular part of the site.

Other than that, most art programs require downloading or buying the physical disc and installing it.

I wish I had MS paint I own a Mac, and my parents don't want me to download stuff on here

I have used Paint Tool SAI without paying.
Is it if you want more good features or something?
And FireAlpaca is awesome, I know cause I use it and GIMP is quite popular in my knowledge.

SAI's supposed to be a paid program, but there are a few ways to get it for free - pirated versions are out there (naughty, naughty), and I know the beta for the newest version's available for free, for example, but the official versions are to be paid for after their 31-day trial expires, to continue being able to save your art. ^^; It currently costs a little over $50 USD; it depends on the USD/Yen conversion rate.
