agents of overwatch have been stationed in various safe houses & hotels across
a city (undecided, oops) on a recon mission to inspect rumors of talon members having been seen, and
if said rumors are true, to neutralize any potential threats.
talon and its agents are in the city recruiting those rumored to have heightened talents. they are at first
unaware of the presence of overwatch eyes, but get word of the agency and have to keep themselves
shrouded in even more mystery.
