Whats the code to make a pop up...?

I've seen on some HTML sites there are pops ups...not like spam advertising but something that comes up and says: "sorry the site is closed" or "Welcome to (blah blah blah)" can anyone help me?

hello ! i'm not very active anymore, so please dont expect a speedy response to a msg or trade. i only log on every few months, for old times sake. 👍❤️

P.S. The last place where you put your text, appears when they are exiting the website.
