Actually, Korea is a small country but population is high.
And almost half of Koreans population live in Seoul and vicinity of Seoul.
That's why Seoul is so crowded. X(
I don't live in Seoul and don't want to live there because I love to be relaxed.
Not only for the population, Koreans economy is dead.
Low minimum wage, high unemployment rate of young men, high prices, etc.
We call Korea 'Hell Choseon(old name of Korea)' as joke.
I still love this country but I think it's not a bad idea to immigrate to other country.
Sorry for the depressing story but this is the fact. <:)

What cities do you think are the best for foreigners to live in?
I've always wanted to visit (and maybe live) in 평창, but I'm unsure of how practical that is, since it's out in the country. I just think it's so beautiful. I know a lot of people want to live in Seoul, but I don't want to for the reasons you listed.
Is 부산 as crowded as Seoul? Maybe that would be a good place~

Honestly, I think the safest place for foreigners are in Seoul because a lot of tourists go there, and because of this, lots of workers and shopkeepers try to learn or know a bit of English. If you want a quiet and friendly place, I'd really suggest Gwangju. I don't know about your taste, but I absolutely love Gwangju and the people there are lovely.

Originally, 평창 is a quiet town. It'll be busy only for the term of Olympic.

There are 특별시 and 광역시.
Only 서울, 제주 and 세종 are 특별시. (This doesn't mean there are lots of people in there. It means special)
And There are 6 광역시; 광주 대구 부산 울산 인천 대전.
부산광역시 has the biggest population of 광역시. (About 3 millions)
광주광역시, which seabiscuit said, has about 1.5 millions.
평창 is 군 which is much more smaller than 광역시. (About 40 thousands)

I live in 양주, a city in northern Gyeonggyi-do, and there's a surprising amount of forigners living here, partly for the factories around here and partly for the American base,
Camp Casey, which is over in 동두천, one city north. It's country-like but also close enough to Seoul (1 hour or so by subway) that it's not that bad.

오랜만에 들립니다... 다들 잘 지내셨죠?
여름방학이여서 3년만에 한국 방문중인데...역시..대구는..덥군요ㅠㅠㅠ

대학교에서 교환 프로그램을 위해 요즘 일본어를 배우는 중이여서 애태고 있지만 역시 한국에 들어 오니 너무 좋네요ㅠㅠ 족발, 순대, 막창 등등 얼마나 먹고싶었는데 3년 만에 먹으니 꿀맛이네요 ㅎㅎ

다들 더위 피해 잘 지내시고요- Lucir님도 여행 잘 다녀오세요! 영어가 잘 되셔서 걱정 안해도 될거 같네요 ㅎㅎ

뉴질랜드는 이제 겨울이라 더위 걱정은 없다는게 좋네요
전 번데기를 참 좋아하는데 해외가면 가끔 생각날거 같아요..
영어 진짜 걱정이에요ㅠㅠ 듣기 읽기 쓰기보다 말하기가 안돼서요ㅠ..
단순한 여행이었으면 몸짓발짓이라도 할텐데 일을 해야돼서...
처음엔 서비스직 해볼려고 했는데 그냥 과일따기나 패킹이나 할까 하는 생각도 들어요
애초에 서비스직종 이력서 내도 안받아줄거 같아요 ㅋㅋㅋ큐ㅠㅠㅠ
