For Oekaki, there is a species with multiple outcomes made for users to adopt. Like this one for example, users usually fill out a form to get a chance to own the character and there is a deadline until the winner is chosen. The owner might ask for art or other details needed. If you win, the character is yours and you can save the image to your desktop and get more art of your character.

Have you helped anyone before anywhere on CS? If so, please link to the post/s: I don't recall a specific time, although I have been assigned a moderator of several roleplays in the past.
Why should you be allowed to adopt a newbie?: I have been on ChickenSmoothie for several years, and from personal experience, I know that the first year can seem mystical, wondrous, and strange. I have embarrassed myself many times in my first year, mostly involving not knowing the tricks, tips, and ways of our website, and would like to help someone else avoid these mistakes.
How often do you get on CS, and how long are you typically online on these days?: I am on a few times every day, usually a collective two to three hours a day.
Did you read and understand all of the Adopter information?: Yes
Do you agree to be helpful and polite to your newbie at all times?: I do

If you're referring to adoptables as in the pets under the "Adopt" button on the top of the page, then simply click the category, choose what kind of pet you want, and choose the amount you want (most allow a max of 8)
You can name this pet once you own it (you'll find it in the "My Pets" area) and you can put items on it and trade it with other people.

If you're referring to the Oekaki adoptable pets, then first select the image of the pet that you like. That artist may specify how to get the pet (compete in a contest, fill out a form, etc.) and you follow the instructions to win and/or adopt the pet. After you own that pet, you basically own the image. You can ask the artist to change it a little bit if they're willing, and with some adoptables, you can even request to breed them with other pets.
