    I'm not really familiar with using anime pictures; the best advice I have is to pick an anime face claim and use official art of them. Using fan made art is theft and not allowed. Anime is art, so it's harder to find images to use.

    As for the second question, unless the work is licensed under a Creative Commons license it's not free to use. Art is copyrighted without the artist having to do anything; unless they say you can use it it's almost a sure thing that you can't. Giving credit doesn't change the fact that you don't have permission in the first place.

Sorry for all the questions, but whats an r a Creative Commons license? I never heard of it

so using a picture like this isn't allowed?

    Creative Commons is licensing that shows people that they are allowed to use your image or art with certain restrictions. On deviantART there is very little that people license this way, as it's an art site and most artists do not want their images to be used. If you look at the Flickr section of the guide you will see an example of Creative Commons licensed work and an explanation of how it works. Usually, as long as you give credit you are free to use and edit the image you find. I have seen some art of Flickr that was licensed this way, so searching for "anime" or something similar might yield some results. Anime pictures are okay as long as they are official art from that anime, as we consider that something that's made for fan use/consumption. If you see fan art or original art drawn in the anime style being used, that is art theft and you should report it to make the mods aware of it.

    The link you posted above doesn't work for me, but yes, like I said images that are fan art or original art work would not be okay to use. Reporting it allows moderators to see it and take care of it, so yes please report art theft using the little upside down triangle button on posts.

    If you find an image on deviantART that is licensed under a Creative Commons attribution license you may use it, but you will need to give credit to the image's creator (that's what the attribution part is about!) and a link to the page on deviantART so we can see that the license exists.

There should be something like this about using images in signatures.

Not only because the images need to be credited, but because more often than not they are even edited without permission.
