here are my borders and here are pings borders c:
overlays could be something tumblr. for example:

however i only suggest doing this with regular images, not gifs.
as for prices, 3 2013-2014 uncommons or 4 hoard pets.
(hoard pets are dwarf hamsters atm)
also, the image you linked has rather low quality so i suggest choosing a new one =)
