While they discovered they had access to the Moderator Panels.

That was an expected side effect of something I was trying to reduce load. I gave everybody the ability to approve posts, which lets you see that part of the moderator control panel. This makes things faster because it doesn't have to always try to filter out unapproved posts - we don't have unapproved posts anyway. I've turned that off again now.
