A creature made by the river witch out of the river water itself. A friend of Pepsi
His fish are fake, but his heart is real. (The river witch's fish are real though)

Coloring note - colors for base/water and skeleton don't have to be too specific. Notes are just that his muzzle is lighter, he has a darker top head to neck, and his feet are darker. fish don't have to be in exact places either --- they tend to flow all around the otter and can move locations as he moves
