I personally always draw the body/figure that would go underneath the clothing, THEN add the clothes because I find this really helps create a sense of form and gravity to the clothing and drawing as a whole.

Drawing clothes on different layers as the og lineart is really fun too, and helps you try out different sketches and outfits without having to start all over.
