Anyone can use it. Theres a thing called getting a mod to lock the topic. If you want someone to colour ir for themselves then get GIMP and they can colour it in photoshop or whatever they want.

I understand that this is posted in Editable Oekaki, and yes, that does mean anyone can color it, but it is possible that Houndoomlover payed for this piece of art to color it in as HER species for HER contest. Meerkatgirl made me something like this once and other people colored it in because they ASKED me nicely, and I accepted, those who colored without my consent had their topic locked and were sent a warning. If it says not to color it, please don't.
