The idea behind this merman is that: he was once a merman, but became a sailor after befriending another sailor, the two were close friends, until the discover that he was a merman came about. This scene is him grieving the loss of his friend after the ship sunk. I also added to his design the start of his legs, as if to show that he's slowly turning back into his original fishy form.
